Why on earth should you apologise to such an ignorant person? Complaining to the city because you drove over part of her driveway!? Fair enough if she's casually mentioned it was a problem for her, and you'd carried on doing it, but it sounds like she's just blown up at you from out of nowhere. Don't apologise, and just don't do it again.
