Question for wedding planners?

Is it possible to have a small and private winter wedding (max 30people) without church (just courthouse or something similar) and only a brunch reception after the "ceremony" (if you can call the courthouse a ceremony) for max $7000?? We really dont want anything fancy, just family and some close friends. I am not a cheapskate but we're planning on spending more on the honeymoon and don't want the wedding to get too pricey, or are $7000 unrealistic (it'd be in Oregon if that helps), how far do you get with that kind of budget?
