Could this be considered impersonation, or violate the community guidelines in any way?

another user here has used my exact user name, but the "u" on his is capatalized, and he is using my own picture. as you can see it is not an avatar. i its people in the Scion section with the tC, and that pic that you see is my car, my picture, and i used my camera. do i not own rights to that picture? i know i dont own the name, but almost everything i have is unresolved_777 or unresolved777.... what do i do about this? its my own picture he is using doesnt that violate the community guidlines? seriously WTF? people have the chance to appeal, but we dont have the ability to report someone that is using am original picture that a person owns rights too? h*ll my camera took that picture and i use it. ive already clicked on the little "Report Abuse" thing next to him on all his answers but that doesnt even do anything, just "hides" his answer everytime i view that page. what do i do? who do i contact cuz that is my own picture, and he is copying a personal picture and using it as his own avatar thing?
